I have installed an Italian App and I need to Receiver a confirmation code via SMS to activate this App. I do not receive any SMS from the italian provider and therefore I dont know if they were hold back by the System?

sorry to hear that you don’t get the needed verification text message. I would recommend to contact the support for the app that you have downloaded, in that way they can contact their provider and start to troubleshoot to see where the text message ends up.
It's not sure that the text message even reaches Three, and then it’s hard for Three to help you with this issue. It’s also always the sender that needs to create an error report for this.
