I don't think there is any tool to block country numbers. Neither incoming nor outgoing. But of course it would be a good solution to have for many reasons.
But I would advise contacting 3 Customer Service. And hear if they have any tool for this, or similar.
Otherwise, I know it has been possible with the "Truecaller" app. But I'm not sure that function is still there. Which would be a shame.
